On June 25, 2026, the International Scientific Conference ICDA 2026, titled "Digital Assets: Legal Frameworks, Economic Impacts, and Technological Frontiers in the Web3 Era," took place at the Hanoi University of Finance and Banking. The event was co-organized by the Financial University, the Hanoi University of Finance and Banking, and the Guangxi University of Finance and Economics (China).
The conference brought together academics, government representatives, financial sector professionals, and experts from Russia, Vietnam, China, Australia, the USA, Singapore, and other countries. It was dedicated to the legal, economic, and technological aspects of digital asset development in the Web3 era.
The Financial University was represented by Sergey Perekhod, Associate Professor at the Department of Financial Markets and Financial Engineering. He delivered a welcome address on behalf of the Rector of the Financial University, Stanislav Prokofiev, emphasizing the importance of strengthening Russian-Vietnamese scientific cooperation, fostering international academic dialogue, and conducting joint research in digital finance, financial technologies, and digital asset regulation.
During the plenary session, Sergey Perekhod presented a report on tokenized depository receipts as a mechanism for the cross-border circulation of Russian securities. He also chaired one of the conference's key thematic sessions, which covered cryptocurrency regulation, taxation, blockchain and AI applications, cyber insurance, and digital transformation.
Welcome remarks were delivered by Professor Bui Xuan Bien, Chairman of the Council of the Hanoi University of Finance and Banking; Pham Ngoc Anh, Rector of the Hanoi University of Finance and Banking; and Andrey Borodenko, Deputy Director of the Russian Center for Science and Culture in Hanoi. In their speeches, they highlighted the critical need for international cooperation in establishing the legal and technological foundations for digital asset development in the Web3 era.
The Financial University’s participation in organizing and hosting ICDA 2026 marks another significant step in expanding international scientific cooperation with leading educational and research centers in Asia. It further confirms the university’s high level of expertise in digital finance, financial markets, and the regulation of the digital economy.
