On June 9, 2026, a meeting of the Scientific and Attestation Commission of the Financial University took place. The Commission members resumed the activities of Dissertation Council D 505.001.122, which focuses on Labor Economics and Human Resource Management.
The Commission recommended awarding academic degree diplomas to 10 PhDs.
It was recommended to award the degree of Doctor of Engineering Sciences to Rasul A. Kochkarov following the defense of his dissertation titled "Model and Method of Reconfiguring a Structural-Dynamic Network System for Continuous Large-Scale Spatial Monitoring" in the scientific specialty 1.2.2 "Mathematical Modeling, Numerical Methods, and Software Complexes" (Academic Supervisor: Dr. of Engineering Sciences, Prof. A. V. Timoshenko; Dissertation Council D 505.001.126). R. A. Kochkarov, who holds a PhD in Economics, is an Associate Professor and Deputy Dean for Research at the Faculty of Information Technology and Big Data Analysis. His dissertation marks the first doctoral dissertation in the engineering sciences field to be prepared and defended at the Financial University.
